Agree with Volta--Too Faced Gets My Final Vote!
It's hard to keep up with the hype about Urban Decay's "Eyeshadow Primer Potion" ($20.00 at Sephora, Ulta, or online). Long after its introduction, it seems that I can't pick up a beauty or fashion magazine without seeing ad advertisement or an endorsement for this. Is it great? Yes. The pros? It applies easily, with just enough product dispensed from the clever tube and its small opening. Originally, it was available only in "Sheer Nude." Now UD's icon also comes in a range of shades--from "Greed" (gold), "Eden" (a tawny matte), and "Sin" (glimmering champagne). I like the ability to use the primer as an enhancement to my shadow, not just a base. And, yes, it does last a long time and makes eyeshadow appear more vibrant. SO WHAT IS MY PROBLEM? A friend gave me Too Faced's "Shadow Insurance" (also $20.00 at the same venues). This colorless potion is available in a tube very similar to Urban Decay's, with a little less "glitz." The formula, with its silicone base, virtually applies itself and then locks to a finish that basically nothing can ruin. Just the tiniest bit--the size of a water droplet--is necessary to cover your entire lid. It sets immediately, so there is no "wait time" in your beauty regimen. And, with two great competing products, Too Faced has proven time and again a longer, stronger ability to stand up to long hours, heat, humidity, and the elements. Eyeshadow Primer

I still prefer Too Faced Shadow Insurance
I've received many different UD primers through their shadow palettes. I probably have all of them. I don't care for the applicator tip. It feels that I get more out of the Too Faced Shadow Insurance than I do with UD potions, and for exactly the same price too. Love the product!
This product changed my life. Literally. Now I use eyeshadow primer EVERY SINGLE DAY. Urban Decay's version is especially good--goes on easily and smoothly, and really keeps my eyeshadow on for hours and hours. I have terribly oily eyelids and this really works all day. It also brightens my eyeshadow color a little bit. The price is good, and there's no animal testing (updated 6/15/12--Urban Decay will allow their products to be tested on animals in China). I'm so glad they improved the packaging! Although the old plastic tube and wand were very very cute, it was impossible to get out all of the product--and there were equally well performing products on the market, with the same total product weight, but that had packaging that allowed you to get every last drop. Best Eye Primer
I absolutely love the Urban Decay Eyeshadow Primer Potion. After trying so many eye primers, I found this! I have this in a tube and a little goes a very long way. This is a truly lovely product. It has a clear base and really brings out the colors you put on top of it. ugh.
I will be totally honest, and say that this works well. It really does. But, the cons are an $18 price tag for a tiny tube/wand and after a little while of using the product- your eyelids get used to the strong product and it does not work as well.
