That is exactly what this is. Don't expect shine, long lasting moisture, or healing for chapped lips. It may look like a lip balm but it isn't. It would be best used during your nightime beauty routine. I would apply it to my lips and also the skin around them. This is an excellent lip moisturizer. It lasts for hours and truly feels like it's thoroughly hydrating my lips - not simply sitting on the surface.
