Tattoos May Now Require A Waiting Period

• Washington D.C.'s Department of Health. would like to impose a 24-hour waiting period on getting tattoos, to prevent regrettable body art. The proposed legislation -- which some point out is tougher than many gun laws -- would also ban anyone under 18 from getting a tattoo, too. Predictably, tattoo artists are not thrilled about the bill, and say that it'll seriously cramp business. On the other hand, it'll also likely cut down on the number of awful YOLO tattoos, so that's a good thing. [WAMU]

• The latest eye make-up trend? "Reverse raccoon eyes," according to Shiseido artistic director Dick Page, who created the look for Band of Outsiders' NYFW show. [BellaSugar]

Apparently Anna Wintour was so distraught over Miley's writing and twerking and foam finger-faux masturbating that she canceled the singer's upcoming cover. "Anna found the whole thing distasteful.
