First prep your eyes with a nude-colored eyeshadow that is slightly iridescent, then apply an aqua blue eyeshadow from your lash lines to your creases. Next, sweep a lighter blue eyeshadow onto the lower lash line (for both colors buy an eyeshadow duo like Hard Candy Kal-eye-descope -- Baked Eyeshadow Duos in Make Believe, $6). Last, line the inner rims of your eyes with a black eyeliner (try CoverGirl Perfect Point Plus Eyeliner, $4.99), making a thin line to simply accentuate your eyes. Then coat your lashes with thickening mascara like CoverGirl LashBlast Volume Blasting Mascara, $9.94 to make them pop. Bonus, both the mascara and the eyeliner sell as a duo pack at Walmart.
