When you're working with an eye makeup like powder eyeliner, you want to do the rest of your eye makeup first. Also, apply a thick layer of translucent loose powder under your eyes before you start lining. (We'll explain later.) Dampen an eyeliner brush, then press it into the powder. But instead of dragging the brush along your top lash line, press and move, press and move the brush across your lid. This makes the powder really adhere to your skin. Now on to the bottom. Line just the outer three quarters, then fade out the line as you approach the tear duct. This creates the illusion that your eyes are wide open. Once you're finished, sweep away the excess translucent powder, then use an angled eye makeup brush to apply a thin layer of translucent powder around the edge of the darkest shadow -- upper and lower lids -- to keep it from migrating. Finally, apply two coats of mascara to finish the look.
