I don't know about the "boost" part, but this is an excellent lip conditioner. It's not sticky or greasy in any way. It has a completely different consistency from any other lip treatment I've tried. It should be mentioned that in the original formula this goes on white, so it's not great worn alone. I apply it awhile before putting on lipstick for the day, and blot it before the lipstick goes on.
