It is a highlighter for under the eye (specifically the inner most area) and for highlighting the brow bone (or anywhere else you want to stand out). Great little pencil of tricks right here. I was sold and still am. I... keep one on my vanity and one with me at all times!

A little bit at the inner corners of my eyes and at the brow bone wakes up the entire eye area, making me look rested and radiant.
