The Body Shop makes the best eye make up removers.

This removes just as well as its non-waterproof sister, only this is a lotion rather than a liquid. It gets off all my long lasting cream eyeliner and mascara without irritating my eyes or lots of rubbing. It lasts forever so you get a lot of product for your penny. — 3 years, 9 months ago

This works very well. It removed all my eye makeup quickly without rubbing. It was gentle and didn't irritate the skin around my eyes. The only downside was that a little bit got into my eyes and made my vision blurry until it worked its way out. Takes off my eye makeup with only a little use, but I need to repeat to completely remove my waterproof mascara without leaving anymore traces. Best cream remover

This is the first time I used a cream eye remover for my stubborn waterproof mascaras. I really do like this product as it dissolves my mascara without putting too much pressure on my eye. The only thing I don't like is I find it quite expensive as the downfall is I need to use a lot of it for each of my eye. It will probably last me only a month. Other than that I will definitely buy it again as it's gentle and effective and does not leave your eye greasy. I prefer to rinse off my face after but it's unnecessary. — 2 years, 6 months ago

I have gone through several other brands being very unhappy until I found this one. YAY! It's SO gentle and removes even the most difficult mascara without having to tug around your eye area.
