Does not moisturize. Cannot say much for reducing puffiness, as my eye area does not suffer from this, but I must say that it did nothing for dark circles under my eyes. This eye serum by REN works wonders if you tend to have puffy eyes in the morning. The serum is very light and does not irritate the eyes which makes it also suitable for us who wear contacts. It is a soothing and cooling gel and works great under make-up as well. It moisturizes well enough for normal skin. For the night I occasionally mix it with a REN moisturizer for the night.
