My heels crack during the summer because I walk barefoot on pavement. Heck, if I don't routinely scrub, buff, and moisturize my feet all year, I pay the price. I use one of the many Bath & Body Works scrubs on my feet in the shower, give myself a pedicure with a favorite polish on my toenails, moisturize, and put socks on.
