Using a white, matte eye pencil (try MAC Eye Kohl in Fascinating, $13.50) line your lower lash line starting at your inner corners by creating a small "v" shape and lining across the lash line. Extend the line out slightly at your outer corners. Finish by also lining the lower inner rims of your eyes with white pencil.
