Is it really possible for a good cream shadow to actually be cheap?

Over the past few years, I've had some trouble finding excellent cream eyeshadow. After trying the Maybelline Dream Mousse eyeshadow and being extremely displeased (see my review for details on why I didn't like it so much), I did some research on cream eyeshadows. The best I've ever seen was the Bobbi Brown cream eyeshadow, but I don't want to spend $22 on it. Frankly, I don't want to spend over $12 for really good cream eyeshadow. I kind of don't see the point in spending so much over cream eyeshadows, no matter if they last long or not--buying the $22 pot adds up after a while.

Are there any excellent cream eyeshadows under $12 that you love? (If you know some excellent cream eyeshadow and it's slightly above $12, please post anyway.)

I usually only use cream shadows as a base and generally pack a powder on top. I like the MAC paints, they go on creamy but set to a powdery finish so they are longer lasting, they are about 16.50. Nalo Jones professional makeup artist and beauty expert, http://www.naloinc.com

L'oreal's HIP line has a great cream eyeshadow called cream eyeshadow paint. It has a rich blendable color that is very soft and smooth and lasts a long time, definitely department store quality. It is my favorite thing to put on my eyes. They run at around 10$ a tube, and they come with their own high-quality brush! Nifty!
