Not only is this inexpensive, it lasts a long time and is totally effective in removing eye makeup. I use a Q-tip so my eye itself doesn't get involved, but even if it does, it doesn't burn.

Conair Instant Heat 3/4" Curling Iron

I have been using Conair curling irons for years and this one doesn't disappoint! Just be careful not to touch the iron part as it does get hot--necessary for good curl.
